As the first option in this case, they may actually be worse. The block grant is a very powerful tool: it provides money to many different agencies and to many different types of projects. It’s an alternative to tax credits and other forms of subsidies that are likely to be ineffective or distort competition.
There’s some good reasons a government would want to take over a university, say, as part of a larger reform of higher education. But I’m also skeptical of a general principle of block grants that could be used by any government, much less the U.S. government—and I think that’s why the idea of a block grant is a bad idea for all levels of government.
