The $1.7 billion in funding, according to documents released Monday, is meant to train and equip the country’s National Guard for the “fight against ISIS.”
The training is being conducted by an organization called the Coalition Provisional Authority. The Coalition Provisional Authority is a political body that the U.S. created in late 2014. It is supposed to act as a stabilizing force against ISIS after a military defeat by the militant group. The Coalition Provisional Authority was established in late 2014 in Baghdad, and its first action was to seize control of Fallujah, an ISIS stronghold along the western bank of the Euphrates River. The Iraqi government and the Syrian Kurdish People’s Protection Units (YPG), an extension of the Kurdistan Workers’ Party (PKK), were given authority to operate from a Baghdad base. The U.S.’s goal is to “prepare the ground and equip the militias for the offensive against ISIS,” according to documents from former Defense Secretary Chuck Hagel’s office. The U.S. military “encourages these units to use their military power to prevent ISIS from overrunning the region,” documents also say. “We need to help these militias build relationships to take on ISIS and prevent an ISIS victory.” The coalition and the Iraqis are working to build a permanent presence in Iraq by providing training, equipment and logistics, and providing more than $500 million in humanitarian aid through the International Committee of the Red Cross. The military will also train the Iraqi forces through a program called the Iraqi Security Forces Training and Exercise (ISAF-2010 or “ISF-2010”) that began in January 2014. And there is the “Iraqi Security Forces Training and Exercise,” which began on October 17, and is ongoing until March 31. On the ground in and of itself, a lack of training does not necessarily mean a lack of soldiers. This summer, the U.S. Central Command, which has jurisdiction over the Middle East, has sent around 2,000 Iraqi forces into Anbar province to help train the Iraqi security forces. The U.S. also provided more than 300 additional U.S. soldiers to training in Afghanistan through the U.S. military’s International Security Assistance Force (ISAF). As part of an international coalition, ISAF troops are also involved in helping the Iraqi forces in Anbar.
