And how long to repay it?” says a man who does not want to be named for fear of being branded a communist.
The grant was provided from Chinese authorities in 2013 for the construction of a mosque and other infrastructure at a mosque in Dali.
Since the state is funding mosque construction it can be seen as a way of providing funds for the people, says the man in Dali.
He says he has seen a number of Muslims convert to Christianity and other religions there and that at his mosque in the nearby town of Maka, some are praying in the Muslim prayers room.
“I don’t think we have an issue here,” says one of the Muslims in the park.
The issue may be in what the state says about its activities in Xinjiang, but many within the Muslim community believe that this is only the latest evidence that China is using Muslim areas to increase its control.
“From our point of view it is a big matter to see how Chinese authorities can continue to behave in the name of religion, the religion of another state – China – and continue such practices,” says the man who lives in the park.
The United States is seeking a plan from China as U.S. Defense Secretary Ash Carter arrives in Beijing on Tuesday for a meeting of the Defense Policy Board, Reuters reported on Monday.
Carter will bring a number of issues to the table, including increasing defense spending and making sure the U.S. is less beholden to its allies in Asia, according to the report.
The U.S. has been pressuring China in recent months with increased defense spending and plans for the purchase of a more advanced aircraft carrier and new ships. Washington also has been pressing China by asking it to abide by an international arms embargo in Southeast Asia.
The U.S. Defense Secretary will also attend a bilateral meeting with National Security Adviser Gen. H.R. McMaster, according to a statement. It is expected to be an off-the-record meeting that will reveal the U.S. defense strategy in the Asia-Pacific region.
Carter will also have meetings Thursday with Chinese Vice Premier Wang Yang as well as Foreign Ministry Director General Geng Shuang, which the Pentagon confirmed.
