MOSCOW (Reuters) – Russia’s parliament on Friday overwhelmingly adopted a law requiring Internet users to store personal data on a national level, the latest attempt to strengthen the national security services ahead of its 2018 presidential election.

On May 7, the bill was approved unanimously in parliament with one vote against and two abstentions. It will also be applied to companies that allow the public to log in.
Under the bill, which requires a three-quarter majority in both houses of parliament to pass, a single law enforcement agency will have the power to seize and manage users’ accounts information if they fall foul of domestic and international criminal liability.
Russia’s FSB intelligence agency is among the agencies with the new power to seize information. Russia, which annexed Crimea from Ukraine in March 2014, is a member of the European Union and NATO, the two arms of the U.S. military alliance.
The Internet is a widely used tool for people and companies to communicate, and the bill will allow authorities to access encrypted communications, such as encrypted messaging.
“We must establish laws that are effective – a rule that is absolutely clear … we do it to protect our data … The law will make it easier for the (FSC) to handle their obligations,” said Yelena Mizulina, the deputy head of the ruling United Russia party on the committee that drafted the bill.
